The CARD act of 2009 was supposed to stop the targeting of the college students for credit cards. But this didn't really work because the credit card companies. They found a loophole into advertising credit cards off campus buy going to places oftenly college kids go to. This works and overall nothing that much has changed since the CARD it's just give companies a chance to be more creative.
